Prince William Sound drift-gillnet salmon permits (S 03E) lost 28.4 percent of their estimated value year-over-year, settling at $60,200 in April's time-weighted calculation. The decline mirrors broader weakness in Alaska Peninsula drift (S 03M, down 45.1 percent to $82,500) and Kodiak set-gillnet permits (S 01K, down 26.9 percent to $24,700), signaling persistent softness in pink- and chum-dominant fisheries. Cook Inlet drift permits (S 03H) bucked the trend, climbing 39.8 percent to $48,800, likely reflecting tighter supply and stronger sockeye forecasts. The 439 ownership changes recorded in the week ending May 4 represent the highest weekly churn since January, with Bristol Bay drift permits (S 03T) accounting for 134 transfers—a volume consistent with pre-season positioning ahead of the June 16 opener.

Hand-troll permits (S 05B) posted a 21.7 percent month-over-month gain to $8,400, the sharpest short-term move in the dataset. The statewide fishery remains small by revenue but the price acceleration, combined with 27 active transfer intents, suggests speculative interest or consolidation among niche operators targeting coho and spring chinook in inside waters. Southeast red-and-blue-label king-crab permits (K 19A) rose 30.8 percent year-over-year to $72,700, though month-over-month stability indicates the rally has paused.

The intent pipeline holds 352 active filings, with Bristol Bay drift (S 03T) leading at 43. If historical clearance rates hold, 60 to 70 percent of these intents will close by mid-June, concentrating liquidity in the two weeks before major salmon openers. Northern Southeast inside dungeness permits (C 61A) fell 30.2 percent to $320,300, the largest absolute dollar loss in the dataset, but intent activity remains thin and transfer counts low, limiting confidence in the signal's durability.
