The Brief
**The Brief**
Alaska Peninsula drift-gillnet salmon permits—S 01M and S 03M—lost half their time-weighted estimated value year-over-year, closing the week at $88,300 and $82,000 respectively. S 01M fell 31.4 percent month-over-month alone. The declines follow two consecutive poor sockeye runs and persistent cost pressure on fuel and tender services. Meanwhile, Prince William Sound drift-gillnet permits (S 03E) dropped 36.2 percent year-over-year to $49,900, and Kodiak set-gillnet permits (S 04K) shed 39.5 percent to $29,900. The pattern is consistent: limited-entry salmon permits tied to underperforming districts are repricing sharply downward as holders exit or consolidate.
Bristol Bay drift-gillnet permits (S 03T) accounted for 135 of the 442 ownership changes recorded this week and lead the intent-to-transfer pipeline with 43 active filings. Cook Inlet drift-gillnet permits (S 03H) posted 41 ownership changes and sit fifth in the intent queue with 20 filings, even as their estimated value climbed 44.7 percent year-over-year to $50,200. The divergence suggests that Cook Inlet's strong 2025 sockeye return is pulling capital and effort from weaker fisheries, a reallocation visible in both the ledger and the pipeline.
The 352 active intent filings represent a modest but stable transfer environment. If May closings track April's pace, we expect 280 to 320 recorded ownership changes by month-end, concentrated in salmon drift-gillnet and power-troll fisheries. Permit values remain under pressure in the Peninsula and Sound; Cook Inlet and hand-troll sectors show relative strength.
